The initiative came into being on Earth Day in 2023 and has deployed a range of strategies to fight environmental negligence, including training, education, and legal guidance, as well as providing investigative support, specialized equipment, and prosecutorial assistance. These tools serve as a bolster for local law enforcement and governments in their battle against eco-offenders.

A standout case illustrating the program's effectiveness involved a Brookfield resident, Mark Domascieno, who faced criminal charges after being caught dumping over 35 scrap tires in Youngstown. The resources provided by "Shine a Light on Dumpers" were pivotal, leading to the charges, according to the Ohio Attorney General Dave Yost. In April, with further commitment to this cause, Yost's office awarded $1 million in grants to help clean up illegal dump sites across Ohio for, twenty-nine grants in total were awarded as part of the initiative.
