A loan has been extended to support the construction of a 460 megawatt (MW) natural gas power facility in Fairfield, Texas. Calpine Corporation, known for their energy acumen, will helm the development of the plant. Optimistically eyed to start supplying juice to the Electric Reliability Council of Texas (ERCOT) power region before the summer of 2026, the Texas Energy Fund (TxEF) is putting its financial clout behind this substantial project, according to the Office of the Texas Governor.

“Texans across our great state are benefiting from the reliable, affordable power that the Texas Energy Fund is helping to add to the state grid, with hundreds of megawatts coming online,” Governor Abbott remarked, in a statement obtained by the Office of the Texas Governor official news release. The ongoing pursuit to ensure there's enough power to go around and to keep prices grounded for both homes and businesses seems to be at the forefront of the state's agenda. The targeted completion date hopes to see the facility fully operational and contributing to the energy needs of North Texas residents.

While the TxEF has been a significant player in this deal, they're but one piece in the bigger Texas energy puzzle. The Public Utility Commission of Texas (PUC) Chairman Thomas Gleeson made note of nearly 1,800 megawatts of new, reliable power generation already brought to the state by the TxEF, with more in the pipeline. The establishment of the Pin Oak Creek Energy Center in Freestone County depicts significant strides toward not just meeting current energy demands but also securing a firmer electrical foundation for the burgeoning state, as reported by the Office of the Texas Governor.

Calpine’s Executive Vice President of Commercial Operations, Caleb Stephenson, told officials, “This 460-megawatt, state-of-the-art facility is designed to start within minutes and will deliver safe, reliable power exactly when Texans need it most,” as stated by the Office of the Texas Governor. Indeed, this facility is being positioned to quickly answer the call of power demand surges. The PUC is laying down $278.3 million towards the project's expected $464 million costs, using a low-interest loan from the TxEF at a three percent rate, slated to run its course over the next two decades.

The fine print of the loan agreement dictates that the natural gas facility must meet specific performance standards, as outlined by the TxEF’s In-ERCOT Generation Loan Program rules. Constructed adjacent to Calpine's existing Freestone Energy Center, the new project will make its mark within the ERCOT North Load Zone, which crucially includes the Dallas-Fort Worth metroplex.

It's not just about the one plant, though. The TxEF is playing the long game, with 13 additional applications for similar projects already undergoing a thorough due diligence review. Said projects represent an imposing 7,211 MW of prospective new dispatchable generation for the ERCOT grid. These initiatives demonstrate a clear commitment to firming up Texas' energy infrastructure in the face of a demanding future.
