Houston police have arrested 20-year-old William H. Jackson in connection with the 2023 killing of 26-year-old Hope Renee Saenz, a mother of two, inside an apartment on Fleming Drive. Investigators say the attack, which left two children unharmed, was linked to a robbery.
Jackson was taken into custody on Tuesday and booked on a capital murder charge, marking the first public charge in the case. The killing occurred on October 22, 2023, and authorities say the arrest comes more than two years after the incident.
The original bulletin that launched the investigation described witnesses seeing two unknown males enter the unit and open fire. That initial notice, posted on the department’s site, laid out the early details and the case number. The Houston Police Department detailed the first response and the steps of the investigation in that release.
Family members and neighbors identified the victim as Saenz and described her as a devoted mother, according to local reports at the time. As reported by Fox 26 Houston, relatives and witnesses urged anyone with information to speak up after the shooting. Witness accounts and HPD statements indicated that two men forced their way into the unit, gunfire followed, and Saenz was fatally wounded while others inside were spared.
Investigation and Local Context
The arrest comes as HPD detectives continue to sort through several violent incidents along Fleming Drive, working leads across multiple cases in the area. As Two Teens Arrested reported, authorities made additional arrests this year in connection with a separate homicide on the same street, as per Hoodline.
The City of Houston’s news pages have posted other HPD updates about shootings along that stretch, showing how detectives are working to sort out both related and unrelated cases in the neighborhood. One earlier enforcement action on Fleming Drive is documented in City of Houston coverage.
What a Capital Murder Charge Means
Capital murder is a specific charge under Texas law that applies when a killing happens during certain felonies, including robbery, or under other qualifying circumstances. Under Texas Penal Code §19.03, a capital offense can be punished with life in prison without parole or, if prosecutors seek it, the death penalty, as noted by Justia. Whether the Harris County District Attorney’s Office will ask for an enhanced penalty in this case will be decided as the investigation moves forward and prosecutors review the evidence and charging options.
How to Help
HPD is still asking anyone who knows anything about the case to come forward. Tipsters can contact the Homicide Division at 713-308-3600 or call Crime Stoppers at 713-222-TIPS. The initial bulletin that opened the investigation lists the case as Inc. #151713423 and includes the same contact information for tips. Houston police had not immediately released charging documents or a court date on Wednesday.
Jackson remains in custody on the capital murder charge, and no arraignment details or court filings had been posted publicly as of Wednesday. The Harris County District Attorney’s Office will handle the prosecution, and the case is expected to move into the county court system in the coming weeks.
