Los Angeles Mayor Karen Bass has taken a significant step in her battle against the city's homelessness crisis, announcing the lifting of a State of Emergency initially put in place to expedite the creation of housing and support services for homeless individuals. Since taking office, Mayor Bass's administration has seen encouraging reductions in homelessness figures.
On her first day in office, Mayor Bass had declared the State of Emergency, citing the necessity to address the decades-long trend of rising homelessness in Los Angeles. The emergency declaration, which aimed to cut through bureaucratic red tape, has resulted in the establishment of Inside Safe, a program designed to provide interim housing with support and dignity. It also sped up the process under Executive Directive 1 (ED1), which is now responsible for more than 30,000 units of housing currently in the pipeline, as per a letter obtained by the Mayor's office.
From the Mayor's perspective, the step to lift the emergency is a testament to the progress made under its provisions. As detailed in her letter to the City Council on November 4, 2025, Mayor Bass stressed that although the emergency declaration was non-permanent, the crisis of homelessness continues to be a pressing issue. Notably, Los Angeles has seen two consecutive years of reduction in homelessness, including a 17-percent drop in street homelessness. The Mayor's letter explained that the urgent actions initiated under the emergency will persist as the City moves forward with a host of newly implemented mechanisms to address the crisis.
Despite the lifting of the official declaration, Bass has conveyed her unwavering commitment to the cause, asserting, "Every day, we will continue to be on the streets, engaging with people living in encampments and RVs, bringing people Inside Safe, and restoring neighborhoods across Los Angeles." She also left open the option to reinstate the State of Emergency if needed to maintain or escalate the current momentum in combating homelessness.
Mayor Bass's decisive approach to addressing the homelessness crisis has not only garnered attention but brought about actionable change. With the various initiatives now embedded within the City's framework, the measures taken thus far have established a foundation upon which continued efforts to aid those affected by homelessness in Los Angeles can be built and improved.
