
Addressing the critical need for affordable housing on Kaua‘i, the Department of Hawaiian Home Lands (DHHL) unveiled an innovative plan designed to offer a pathway to homeownership for Native Hawaiian beneficiaries. As outlined in a press release from DHHL, the new program centers around the Courtyards of Waipouli, a recently acquired apartment complex in Kapa‘a. DHHL's director, Kali Watson, emphasized the project's commitment to servicing those unable to secure conventional housing by saying, "This rent-with-option-to-purchase project is critical for individuals and families who need an alternative route to homeownership."
Under the program, qualified participants can rent one of the 82 units available, with the opportunity to build credit and save money, eventually having the option to purchase the apartment after around 11 years. Running on November 15, the department is setting up two beneficiary workshops aimed at educating those on the Kaua‘i residential waitlist about the opportunities at hand. Slated to be held at the Sheraton Coconut Beach Resort Hotel's Makai Ballroom, these sessions will occur at 9:30 a.m. and 1:30 p.m.
For prospective tenants, eligibility for this program ties closely to several criteria: being on the Kaua‘i residential waitlist as a DHHL beneficiary, possessing at least 50% native Hawaiian blood quantum or qualified successor status, and meeting the income restrictions, which range from 30% to 120% of the area median income. Additionally, the program includes a segment of units reserved for individuals and families who fall under the financial umbrella of the Native American Housing Assistance and Self-Determination Act (NAHASDA), as stated by DHHL.
Validation of this initiative came from the Hawaiian Homes Commission with the approval of the Courtyards of Waipouli acquisition in January 2024, and its completion in September of the same year, backed by a substantial $25 million in NAHASDA funds. The project aims to alleviate the pressures experienced by Hawaiian families amidst a tight housing market. All program participants will be equipped with a homestead lease from day one, with DHHL outlining the chance to name a successor as a significant feature.
