
The landscape of home improvement in the Pittsburgh area has been marred by allegations against a local contractor, brought to light by the Pennsylvania Attorney General's office. AG Dave Sunday announced a lawsuit against A&S Contracting and Roofing, along with its owner, Stephen Spallone, for failing to deliver on contracted projects after collecting hefty deposits from homeowners. According to WTAE, the state accuses the contractor of breaching Pennsylvania's Consumer Protection Law and Home Improvement Consumer Protection Act.
Consumer frustration has translated into legal action, with the lawsuit asserting that more than $56,000 was accumulated by A&S Contracting and Roofing from customers' deposits. Despite the substantial sum, Sunday said that the company and its owner engaged in the abandonment of their projects. This action left several consumers stranded with incomplete home enhancements, ranging from basic roofing to the construction of decks and patios. "This contractor took large sums of money from Pennsylvanians wanting to improve their homes, then turned his back on them," Sunday said in a statement detailed by CBS News.
The Attorney General's lawsuit not only seeks financial compensation for the affected homeowners but also aims to prohibit Spallone and his company from operating within the home improvement sector in the state. Such a move would aim to prevent further instances of contractual negligence, which, between 2021 and 2024, impacted residents within Allegheny, Beaver, Butler, and Indiana counties. There were six official complaints lodged with the Bureau of Consumer Protection, indicating that A&S Contracting and Roofing left significant work incomplete or, at times, didn't start the promised projects at all.
