Despite the concrete beneficial signs from preliminary data, the Council appears to have chosen to cautiously extend and continue to evaluate the program's impact before committing to a permanent change.

Preliminary program data indicates a 28 percent increase in monthly hourly vehicle usage. Feedback from a Downtown Raleigh Alliance survey highlights the program's positive impact, with 88 percent of community respondents more likely to visit downtown and 91 percent of storefront businesses experiencing a boost in their trade. Moreover, the idea of making the free parking initiative permanent is supported by 95 percent of the community and 97 percent of storefront businesses, as reported by the City of Raleigh.

Launched on November 15, 2024, the program was originally envisaged as a method to revitalize downtown Raleigh and bolster local businesses by making the heart of the city more accessible for potential patrons. "We have a vibrant downtown and we want everyone to enjoy it," Richie told the City of Raleigh, indicating that facilitating free short-term parking might encourage residents and visitors alike to more frequently patronize downtown businesses. The program is operational every day from 7 a.m. to 7 p.m., excluding special events when standard event rates apply.

Participating parking decks in the program include the Blount Street Deck, City Center Deck, Moore Square Deck, Municipal Building Deck, and Wilmington Street Station Deck.
