
San Joaquin County supervisors have signed off on a fresh $1.5 million to finally finish the Gospel Center Rescue Mission’s New Life Program Multi-Purpose Center in Stockton, a project county leaders say will bring hundreds of recovery beds and medical recuperative care online while easing pressure on local emergency rooms and jails. The money lands just as the mission works through the last stretch of construction on a nearly complete building that staff say will mean more privacy and dedicated program space for residents, according to San Joaquin County.
The Board approved the new allocation using interest earned on American Rescue Plan Act funds, bringing San Joaquin County’s total investment in the project to $3.5 million, according to San Joaquin County. County documents say the extra $1.5 million also unlocks a separate $2 million commitment from the Federal Home Loan Bank that had been contingent on the site’s completion. “This is more than a building,” Board Chair Paul Canepa said in the county release, framing the move as a practical way to chip away at long-term public costs.
The Gospel Center campus currently houses about 357 people, and leaders say the new multipurpose center - listed at roughly 89% complete - will add 110 beds, including 27 for medical recuperative care, raising capacity to around 467, as reported by CBS Sacramento. Mission staff say the added beds will be split between recuperative-care clients and students in the residential New Life Program, and that the building is designed with private showers, laundry facilities and social rooms. Those features, they argue, give people a better shot at stabilizing, recovering, and focusing on job-readiness training instead of bouncing back into emergency care.

The mission’s website lays out recovery services, vocational training, and on-campus employment like Church Street Coffee as core pieces of the expanded facility, according to the Gospel Center Rescue Mission. Leaders say the extra capacity is meant to support long-term exits from homelessness by pairing shelter with recovery supports and life-skills classes. The organization lists a late November occupancy target as construction crews push through final work and inspections.
Why The County Stepped In
Local reporting says the project’s private financing fell apart near the finish line, leaving a roughly $1.5 million hole that would have blocked the Federal Home Loan Bank grant. The county’s vote closed that gap, Stocktonia reported. Stocktonia also noted that Stockton’s City Council kicked in $150,000 from discretionary funds earlier this year, and some county supervisors used the moment to prod cities to shoulder more of the regional shelter load. Supporters of the deal argued that stepping in now avoids a costly delay in opening much-needed recuperative and recovery beds.

Mission CEO David Midura told CBS Sacramento the New Life Program averages about 64 graduates a year and that leaders estimate a roughly 71% success rate, numbers he said translate into savings for public systems. Kyle Porter, a former program participant who now serves as director of emergency lodging, told the station he worried the emergency lodge might have to close for lack of funding before the county stepped in. Midura said the expansion should give participants a quieter, more dignified environment and the wraparound services that leaders believe are essential for long-term recovery.

County documents say the newly approved funds will be disbursed so construction can be finished and the facility can begin serving clients in December. The mission’s site lists late November as the target for initial occupancy and program move-in, according to the Gospel Center Rescue Mission. Officials expect the county allocation to free up the Federal Home Loan Bank grant and clear the way for final inspections and intake once crews wrap up remaining punch-list work. Mission staff say they plan to begin intake as soon as the building is cleared for use and county staff confirm disbursement timelines.
