
The Duval County School Board has updated its policy for handling challenges to educational materials. According to an official announcement, the revised Board Policy 4.30 specifies who will review challenged materials and describes the procedures for the review process.
The updated policy requires all written complaints about school materials, including books and films, to be submitted through the district’s online form. When a complaint involves allegations of "pornography" or "sexual conduct" under Florida law, the challenged materials must be removed from student access within five school days and remain unavailable until the review process is completed, as per Duval County Public Schools.
The updated policy outlines the structure of the Material Review Committee (MRC), which includes nine members appointed by the school board. Seven are voting members, all parents of children in district schools, and two are non-voting district-level administrators. In an official announcement, the policy states, "MRC members must demonstrate a clear understanding of district-level review procedures," to ensure the committee’s evaluation of materials is informed and consistent.
Another key part of the policy is the review process. When a material is challenged, the Material Review Committee has 30 days to review it, holding publicly noticed meetings and allowing the material’s author, publisher, or sponsor to respond. After the review, the committee submits a written report to the School Board, which then acts on the recommendations, and the board’s decision takes effect immediately.
