If he follows all the rules, the case can be dismissed.
Court records show the plea resolves an indictment that accused Ortiz of assaults in October 2023 and January 2024. The judge approved the plea deal and dropped one count, according to Houston Chronicle.

The criminal case followed a January 2024 surveillance video first aired by local television that showed Ortiz pushing a handcuffed woman against a wall near an elevator and repeatedly throwing her to the floor. The release of that footage set off internal and criminal investigations, led to Ortiz’s resignation from the Harris County Sheriff’s Office in April 2024, and was followed by a short-lived stint with the Houston Police Department that ended when HPD took him off duty, reporting by ABC13 shows.

Ortiz’s plea deal arrives as the county jail faces heavier scrutiny after the sheriff’s office released a separate 17-minute surveillance video showing the July altercation that came before the in-custody death of Alexis Cardenas. That case has fueled renewed calls for outside oversight and stronger mental-health care in the lockup. Coverage of the Cardenas video and the sheriff’s response has drawn criticism from advocates and attorneys, who say the recent incidents point to ongoing issues with training and supervision at the jail, as per Houston Press.
How Deferred Adjudication Works
Deferred adjudication allows a judge to postpone making a formal finding of guilt and place a defendant on community supervision. If the person successfully completes the terms, the court can dismiss the case and discharge the defendant. If the terms are violated, prosecutors can ask the judge to proceed to a final adjudication of guilt and impose punishment.
Under Texas law, licensing agencies are allowed to consider a defendant’s deferred adjudication when deciding whether to issue, renew, or revoke professional credentials. That provision helps explain why Ortiz’s plea required him to give up his law-enforcement certification, as noted by Statutes.
What Comes Next For Ortiz And The Jail
Ortiz will remain under court supervision for one year, and prosecutors can seek a final adjudication if he violates any conditions. Another detention officer, Nicolas Ontiveros, was indicted for a separate October 2023 incident and is still facing criminal charges.
Advocates and attorneys say Ortiz’s plea agreement is unlikely to reduce calls for jail reforms. Concerns continue as new videos and in-custody deaths keep emerging.
