
Las Vegas is continuing its crackdown on illegal pet breeding through Operation Pawsitive Change, a city initiative launched in 2024. The Department of Public Safety reported that 28 puppies have been rescued and 56 citations have been issued so far in 2025, according to the City of Las Vegas.
The operation targets unauthorized breeders and illegal pet sales, with puppies often sold for prices ranging from $350 to $3,000. Officials said multiple breeds have been rescued and noted a decline in online listings for illegally bred puppies, as reported by the City of Las Vegas.
Operation Pawsitive Change is a City of Las Vegas initiative that works with The Animal Foundation to place seized animals into approved homes and promote responsible pet ownership. The program encourages adoption and supports spaying and neutering to help manage animal populations. City officials say the effort is focused on long-term animal welfare rather than issuing fines alone.
