In the wake of Hurricane Melissa's devastation, local heroes like Charlotte County Fire & EMS Lieutenant Jarrod Gavagni have stepped up in support of international aid efforts. As reported on the Charlotte County website, Gavagni served as Operations Section Chief with Project Heal Jamaica from November 8 to November 22, 2025, directly impacting the lives of Jamaican families grappling with the aftermath of the storm. He played a key role in the distribution of vital resources—over 12,000 hot meals, 10,500 Meals Ready to Eat, and more than a thousand cases of drinking water to communities cut off by flooding and damaged infrastructures.
"After a storm like this, food and water mean everything to families who are just trying to get through the day," Gavagni stated on the county's website. He emphasized the importance of delivering these necessities swiftly and safely. The commitment extended to helping children resume their education, as teams put tarps over schools and places of worship were stabilized to resume essential services. Additionally, nearly 30 homes were repaired, prioritizing assistance for the elderly and single-parent families, who numbered among the most vulnerable.
Medical care, an acute need in the crisis, was facilitated without direct treatment due to licensing restrictions. Gavagni's teams were involved in providing generators, helping shore up local clinics, and collaborating with Jamaican healthcare providers to ensure continuity of services. These installations allowed clinics to function despite power shortages and fuel scarcity, proving vital in supporting the health needs of the community.
The mission was marked by logistical challenges such as traversing damaged roads and significant distances for fuel transport—generators fuel had to be sourced from over an hour-and-a-half away. Acting Fire Chief Matthew McElroy lauded Gavagni's efforts, acknowledging that, "This mission reflects what the fire service stands for at its core, helping people when they need it most," according to the department's statement.
