The city's Crime Reduction Team, with the support of Code Enforcement, spearheaded the operation in response to community complaints. According to a social media post by Modesto Police Department, undercover operations led to the identification of four establishments offering illegal online gambling services and possession of banned tobacco products. The post outlined the effort to maintain public safety and adherence to local laws.
Observations by undercover officers allowed them to wager and win within these businesses, blurring the lines of legality at establishments such as Mousa Market and Kwik-E-Mart. After the covert accounts were established and wagers placed, officers acted on this evidence and executed search warrants. A social media update by the police department detailed the operation's impact, resulting in the detention of four individuals linked to the gambling setup, and another for drug possession. Approximately $27,000 in cash tied to the unlawful gambling was confiscated, along with outlawed flavored tobacco items that drew fines totaling $40,000.
Two of the businesses involved, namely J's Smoke Shop and A&Z Smoke Shop—also had their ancillary infringement of housing expired food product displays, perhaps to masquerade as mere convenience stores. This act of deceit was aimed at veiling their core operation of fostering illegal betting activities, the police suggest. The Modesto Police Department's release asserted their dedication to confronting such illicit undertakings and to continuously address the community's quality of life concerns with tangible actions.
The comprehensive enforcement strategy also included a rigorous inspection of smoke shops, which further exposed regulatory breaches. In a convergence of authority and scrutiny, two locations out of the four were found non-compliant, harboring prohibited flavored tobacco products and were consequently handed fines, punctuating the city's no-tolerance stance. In an effort to encourage public participation in maintaining law and order, the Modesto Police Department's statement invited anyone with information on illegal gambling or tobacco sales to step forward and contact them directly.
