
Ridgecrest has ushered in a wave of relief for its senior residents with the inauguration of Heritage Oaks, an affordable housing community featuring 80 new units specifically catered to the elderly demographic of Pinellas County. According to Pinellas County's latest news release, local seniors like Yvette Feazell can now embrace the security of stable rents within their own neighborhood, without the anxiety of displacement brought on by the area’s surging rental prices.
In what was a celebratory event today, Pinellas County commissioners convened with the Pinellas County Housing Authority and Newstar Development to mark the successful first wave of a comprehensive redevelopment plan for Rainbow Village—an existing public housing site now renewed. Despite the fanfare, long-term ambitions soar higher, aiming to transform a legacy of 200 antiquated housing units into around 400 contemporary, affordable apartments to support not only seniors but also individual residents and families seeking sanctuary in an increasingly unaffordable market Pinellas County Commission Chair Dave Eggers, spoke to the assembled crowd, stressing the county's dedication to housing affordability, such dedication exemplified through the 554 affordable and workforce homes slated to open or break ground in the coming months across the county, digitized in partnership with St. Petersburg and Largo.
The $31-million price tag for Heritage Oaks was footed through a mix of funding avenues, one which included significant contributions from Raymond James entities alongside $3.36 million from Pinellas County through varied local and federal programs like HOME, SHIP, CDBG; utilities, further fueled by low-income tax credits from the Florida Housing Finance Corporation—all in alignment with the county's broader strategic master plan endorsing a revitalized Ridgecrest, a plan that cherishes improved housing as only the root of a tree destined to branch out into enhanced local amenities.
As per the county's announcement, all apartments at Heritage Oaks are reserved for seniors earning less than 60% of the area’s median income—no more than $43,890 for individual applicants. Every unit is now occupied, reflecting strong community support. The project is part of Rainbow Village’s broader effort to expand affordable housing in Ridgecrest, aligned with the Advantage Pinellas Housing Compact, which promotes collaboration among local governments to make quality, affordable homes more accessible for thousands of residents.
