A 19-year-old Clarksburg man is facing criminal charges after Montgomery County police say he secretly filmed women while they were changing in dressing rooms at a Banana Republic outlet. Detectives say the incidents took place between May and August 2025, and images pulled from the suspect’s phone helped them identify multiple victims. Authorities are urging anyone who shopped at the store during that period and thinks they may have been recorded to reach out to investigators.

According to the Montgomery County Department of Police, officers identified the suspect as 19-year-old Fabio Delrio of Clarksburg after an Aug. 9, 2025 incident in which a shopper reported seeing a phone lens pointed under her dressing-room door and called 911. Investigators obtained a search warrant for Delrio’s phone, and a forensic review turned up photos of three confirmed victims along with numerous images of unidentified women. Detectives later identified a fourth victim from those materials. Delrio was arrested on Feb. 11, 2026 and released on a $5,000 unsecured personal bond.

How Police Say They Pieced The Case Together

Investigators say the case began with a May 10, 2025 report from a shopper who spotted what looked like a camera lens in her dressing room. Additional complaints followed on May 18 and Aug. 6, describing similar behavior. In the Aug. 9 incident, the victim told officers she not only saw a phone pointed at her from under the door but later saw the man standing outside before she called police. Store surveillance video and interviews with staff helped detectives identify Delrio, and the phone search turned up images that prompted investigators to publicly ask for other potential victims to come forward, according to WMAR2News.

Charges, Court Date And Ongoing Search For Victims

Delrio faces four counts of peeping tom and four counts of visual surveillance with prurient intent, along with related offenses, according to FOX 5 DC. He was arrested on Feb. 11 and released on a $5,000 unsecured bond, local outlets say. A preliminary court date of March 30 is listed in local reporting, and authorities continue to investigate in an effort to identify any additional victims. Officials are encouraging anyone with information to come forward as the case moves ahead, per The MoCo Show.

Maryland criminal law treats this type of conduct as both a privacy violation and a crime. The state’s visual-surveillance statute for private places, often referred to as the peeping tom provision, is a misdemeanor punishable by up to 30 days in jail and a fine of up to $1,000. A separate statute that covers visual surveillance with prurient intent carries potential penalties of up to one year in jail and a fine of up to $2,500. Both laws also create a civil cause of action that allows victims to seek actual damages and attorney’s fees, meaning people who were recorded without consent can pursue criminal charges and civil remedies. The statutory language is laid out in Maryland Code §3-901 and Maryland Code §3-902.
