As reported on the Senator's official website, the recent freeze left Florida growers with substantial damage, prompting concerns over the lack of suitable insurance to protect against such weather events. The TEMP Act comes following serious losses faced by many growers due to a lack of affordable insurance options. "I’m proud to introduce the TEMP Act in the Senate, to examine possible solutions for our farmers to manage temperature-related risks while recovering when extreme cold weather hits," Senator Moody stated, as Florida's agricultural scene continues to take hits from Mother Nature.

Partnering in this effort, Congressman Scott Franklin noted the critical nature of Florida's agricultural output, particularly when freezes can potentially devastate large swathes of the industry's products. "Our bipartisan TEMP Act helps fill that gap by creating a temperature-based index policy that finally gives specialty-crop producers a workable, affordable option when cold weather strikes," Franklin said, as Senator Moody's press release outlined the actions intended to support the heartland growers of Florida.

Backing the legislation, Jeb S. Smith, President of Florida Farm Bureau Federation, expressed that the Temperature Endorsement for Multi-Peril Policies Act would provide "a much-needed tool to manage freeze risk and protect their operations." Smith also indicated appreciation for the leadership of Moody and Franklin in addressing farmers' immediate complications. Meanwhile, Matt Joyner, from Florida Citrus Mutual, lauded the move, stressing the urgency as "Freeze events can devastate a crop in a matter of hours, yet Florida’s citrus growers have no meaningful options available to mitigate that risk," mirroring sentiments put forth on the Senate website.

With the steep challenges that specialty crop producers in Florida face in accessing comprehensive insurance policies, premiums which often run in the thousands per acre, the passage of the TEMP Act could represent a significant shift. With cold snaps proving costly and unpredictable, Florida's growers have pointed to an urgent need for tools to help manage risk and recover more swiftly. This legislation aims to deliver a practical solution through the RMA's development of an index-based policy reflecting actual temperature impacts on crops.
