As reported by WMAR-2 News, the investigation that led to these charges began in November 2025, when a supervisor at the Baltimore County Fire Department reported Carroll's suspicious conduct to the police. Authorities were alerted to an X account linked to Carroll, known as "TattedVersDaddy," which featured explicit content, including videos filmed within fire department facilities and showing acts associated with the charges, Carroll is now facing, WMAR-2 News reported, the found content lead to a search of Carroll's property, where detectives seized multiple electronic devices for further investigation, and after which, he was detained without bond. According to WBALTV, Carroll turned himself in after a warrant was obtained for his arrest, and detectives had previously executed a traffic stop where they had found and seized his cell phone.

Investigative officers reviewed the material on Carroll's seized electronic devices and found multiple incriminating images and videos, one of which included him urinating into an ice maker and another with him allegedly ejaculating into a container of coffee creamer used by employees; this information comes directly from the charging documents. WBALTV stated that Carroll is currently being held without bond in Baltimore County.
