The Harford County Sheriff's Office is actively seeking additional victims in the case of an alleged 'prolific' shoplifter, Jessica Hubbard of Abingdon, who is accused of stealing more than $5,000 worth of merchandise from local businesses. Hubbard's alleged thefts took place between October and December of 2025, with the sheriff's department stating "Just over two months" was all it took for her to amass that amount of stolen goods, as reported by FOX Baltimore.
Over the course of two years, Hubbard has now been arrested or charged with theft-related violations on ten separate occasions. Despite these repeated arrests, she has often been released with minimal or no bail and, in several instances, issued only a summons to appear before the court.
The sheriff's department escalated her case after months of thefts and investigations, resulting in Hubbard's arrest on Jan. 24. She was charged with an organized retail theft scheme among 14 other charges. It marks a break in what had become an apparently cyclical pattern of arrest and release for Hubbard.
Currently, Hubbard is being held at the Harford County Detention Center with no bond option, a strict departure from previous handling of her cases. With her next court appearance slated for Feb. 23, the sheriff's office is also extending an invitation to business owners to come forward: "If you are a business owner or operator and suspect that she may have been involved in a theft from your business," deputies said, "please contact DFC Wuncsh at the Southern Precinct," the statement read, as cited by Daily Voice.
