
A routine traffic stop on northbound Interstate 684 just before 1 p.m. Tuesday led to a felony drug arrest after state troopers discovered a hidden compartment containing heroin, cocaine, and about $24,000 in cash. The driver, identified as 38-year-old Manuel De Jesus Genao Gutierrez of Queens, was arrested, arraigned in Town of Carmel Court, and remanded to the Putnam County Jail. The stop involved troopers working a highway safety initiative with a K-9 team, officials said.
In a news release, the New York State Police said members of Troop K’s Community Stabilization Unit, assigned to the District Attorney’s Safer Highway Initiative (DASH), pulled the vehicle over around 12:55 p.m. after observing vehicle and traffic law violations in the Town of Southeast. According to the agency, Gutierrez agreed to a search, which led troopers to a concealed compartment in the vehicle. An exterior sniff by K-9 Vinn produced a positive alert for narcotics, and troopers say the find was exactly what the highway enforcement detail is designed to uncover.
Inside the Hidden Stash
According to Daily Voice, troopers ultimately recovered more than 1,800 glassine envelopes of heroin, along with a vacuum-sealed bag and glass containers holding roughly 128 grams of cocaine. The outlet reported that state police estimated the heroin at about 58 grams and the cocaine at about 128 grams, along with approximately $24,000 in cash stashed with the drugs. Police released photos of the seized packages and cash, which were credited to the state police.
Felony Rap Sheet And Court Status
The New York State Police release states that Gutierrez was charged with Criminal Possession of a Controlled Substance in the 2nd degree, a class A-II felony. He also faces two counts of Criminal Possession of a Controlled Substance in the 3rd degree with intent to sell, an additional count of Criminal Possession of a Controlled Substance in the 3rd degree and a charge of aggravated unlicensed operation, an unclassified misdemeanor.
According to the same release, Gutierrez was arraigned in Town of Carmel Court and remanded to the Putnam County Jail. The statement did not provide any information about bail or bond.
Not A One-Off Tactic On I-684
Troop K has seen hidden compartments and sizable drug loads before during traffic stops in the region, sometimes alongside firearms and multi-hundred-gram quantities, according to prior local reporting. In one example, a Putnam Valley traffic stop in April 2025 led investigators to a hidden compartment containing cocaine, heroin and a loaded handgun, as reported by Newport Dispatch. State and local law enforcement say these kinds of stops are part of a broader push aimed at disrupting highway trafficking operations rather than simple traffic policing.
State police said the investigation into the I-684 case is ongoing and encouraged anyone with information to contact Troop K. Officials added that the DASH unit will continue patrolling the I-684 corridor as prosecutors review evidence and the case progresses in court.
