
In an effort to combat illegal massage businesses potentially linked to human trafficking and labor exploitation, Montgomery County has rolled out a new campaign titled "Look Before You Book." The initiative aims to both educate residents on spotting legitimate, safe massage services and to encourage reporting of suspicious establishments. According to a statement released by Montgomery County, County Executive Marc Elrich applauds this community-wide approach that combines enforcement with public awareness. "I’m pleased with this important collaboration across our departments to carry out thorough, coordinated investigations of illegal acts at bodywork establishments," Elrich said.
The campaign is the latest in a series of strengthened enforcement actions against illegal operations in the county. Since June 2024, the Montgomery County Department of Police's Vice Unit has conducted 44 spa inspections, which have led to issuing 40 civil citations to 25 spas and charging 13 spa owners with felony offenses for aiding and abetting illegal massage operations. This ramped-up scrutiny has even resulted in one landlord terminating a commercial lease following enforcement action. Meanwhile, the County Department of Health has also cited two businesses during the licensing process for operating unlawfully.
According to a Montgomery County announcement, the campaign includes a series of public service announcements on Xfinity/Comcast cable TV stations, ads on buses and in bus shelters, and a social media and targeted digital ads push. In addition, a new website will offer guidance on how the public can identify licensed massage establishments. The intent behind "Look Before You Book" is to empower residents to make informed decisions when choosing massage providers and to play an active role in reporting any suspected illegal activities.
Collaboration between multiple county agencies underscores the seriousness of the issue. "I am thankful for the collaborative work of multiple County agencies and for this campaign to educate the public so that consumers can be sure that they are receiving services from a licensed, reputable establishment in a safe, sanitary environment," County Councilmember Dawn Luedtke told Montgomery County. Public support and vigilance are seen as key to the success of this initiative.
