
The North Carolina State Board of Elections is seeking public input on proposed permanent rules for voter roll maintenance, specifically regarding non-citizenship. The public comment period is open through March 16, with several options available for submitting feedback.
The proposed rules outline definitions, procedures for filing and handling challenges, and the process for challenge hearings. Public comments can be submitted online through the Public Comment Portal, emailed to the State Board’s rulemaking division, or mailed to their Raleigh office, with each submission referencing the specific rule. An in-person public hearing is scheduled for March 9, in the Third Floor Board Room of the Dobbs Building at 430 N. Salisbury St., Raleigh. While the hearing will not be live-streamed, a recording will be posted later on the board’s Rulemaking webpage, according to the North Carolina State Board of Elections.
These measures are part of North Carolina’s ongoing efforts to maintain accurate voter rolls and uphold electoral integrity. The proposed rules—08 NCAC 23 .0101 through 08 NCAC 23 .0104—establish standardized procedures for addressing non-citizenship and voter eligibility, covering key steps from the initiation of a challenge through the final hearing.
After the public comment period ends, all submissions will be compiled and presented to the State Board prior to the final adoption of the rules at a public meeting. Following adoption, the Rules Review Commission will review the rules before they are officially enacted. This process allows for public input and oversight before changes to electoral procedures are implemented.
