
A Cincinnati developer is eyeing one of Italian Village’s largest single sites for a complete makeover, pitching a multi-building apartment complex that would wipe out the State Library of Ohio’s warehouse-style home and rework nearly seven acres of land east of North Sixth Street. For a neighborhood used to bite-sized infill projects, this would be a major swing.

According to Columbus Business First, Cincinnati-based developer Merus has the parcel at 274 E. First Ave. under agreement and has filed concept plans to overhaul the nearly seven-acre block that currently houses the State Library of Ohio and the Ohioana Library. The outlet reports that the submission calls for tearing down the existing 274 E. First Ave. structure and replacing it with new residential buildings, while Merus stresses the plans are still in the early, conceptual stage.
Project details and design
Renderings and site diagrams submitted to the city show a small village of five residential buildings clustered east of North Sixth Street, along with structured parking at the far eastern edge, according to Columbus Underground. The plans outline three three-story buildings and two four-story buildings, plus a three-and-a-half-level parking garage.
The concept illustrations by local architecture firm BBCO lean into a mix of brick, lap siding, and dark-framed windows, with at least one prominent mural planned on a building elevation. Marsha McDevitt-Stredney, director of marketing and communications for the State Library of Ohio, told the outlet that the library’s lease at the site runs through June 30, 2027, and that the state is already searching for a new location.

The current State Library building at 274 E. First Ave. covers roughly 122,304 square feet and is surrounded by surface parking that, together, make up the nearly seven-acre parcel, Columbus Business First reports. The filing on record envisions clearing that structure entirely to make way for the new residential development if the project secures city approvals.
Ownership and context
The land is reportedly controlled by an LLC connected to JDS Companies and CITYSPACE, the same players behind nearby projects such as The Jeffrey, according to Columbus Underground. Earlier ideas for this property, including a 2020 concept, floated adding apartments while keeping the existing library building in place. This new filing signals a more sweeping reset of the block.
Timeline and review
Because the site sits in the Italian Village Historic District, the proposal must go before the Italian Village Commission. The city’s 2026 schedule lists the commission meeting on the second Tuesday of each month, including March 10, 2026, when conceptual projects are typically aired for initial feedback, according to the City of Columbus Italian Village Commission.
Even if Merus clears that first conceptual hurdle, the project would still face multiple rounds of city review, formal approvals and building permits, not to mention a financing schedule that could easily stretch construction start dates beyond the State Library’s current lease expiration.
What it could mean
For neighbors, this concept is likely to bring public hearings, design debates, and a long paper trail before anyone sees a shovel in the ground. The State Library of Ohio and the Ohioana Library would also need firm relocation plans in place before their lease runs out.
