D.C. police have arrested a third suspect in the 2023 nightclub shooting that killed former Morgan State University basketball player Blake Bozeman, a case that has dragged on for more than two years and rattled the H Street nightlife strip.
Authorities say 43-year-old Frank Johnson Jr. was taken into custody and charged with first-degree murder while armed, in connection with the gunfire that erupted inside a lounge on H Street NE in September 2023. Three other people were wounded in the shooting, which has been the focus of an extended investigation by the Metropolitan Police Department.
According to the Metropolitan Police Department, Johnson was located by the Capital Area Regional Fugitive Task Force and arrested last Thursday. He was then taken to MPD’s Homicide Branch and charged under a D.C. Superior Court arrest warrant with First Degree Murder While Armed. Police noted that the shooting happened in the 1300 block of H Street NE and stressed that the investigation is still active.
Police timeline and earlier arrests
The violence broke out just before midnight on Sept. 23, 2023, when officers arrived at the club and found three men and a woman suffering from gunshot wounds. Bozeman, 31, was later pronounced dead.
As reported by The Washington Post, investigators arrested two men in March 2025 in connection with the killing, including Cotey Wynn, after combing through surveillance video and gathering witness statements.
Bozeman remembered
Bozeman had been a standout player at Morgan State and was widely known off the court for his community work, including organizing programs for young people with special needs. The Baltimore Sun and other local outlets reported that former teammates remembered him as a mentor and peacemaker who tried to steady those around him.
Fox 5 DC reported that Bozeman was also a husband and father who had launched a nonprofit to help athletes shift into careers beyond basketball.
How the case unfolded
Before Johnson’s arrest, investigators had already charged two other men, Wynn and Antwan Shelton, in March 2025. Prosecutors later moved to release Shelton while the broader inquiry continued, leaving the case in flux for months as detectives and attorneys sifted through evidence.
Coverage of the case, including how charges have shifted over time, is detailed in the second suspect charged reporting and in local court coverage from DC Witness.
Tips and what’s next
Johnson now faces a First Degree Murder While Armed charge and is expected to move through D.C. Superior Court as the case advances. Police say the file is far from closed.
Anyone with information, video, or photos related to the shooting is asked to call 202-727-9099 or send an anonymous text to 50411, according to the Metropolitan Police Department. The department says the investigation remains active while prosecutors continue to review evidence and court filings.
