An 18-year-old man was detained and arrested yesterday. Officers detained the suspect on the north sidewalk in the 600 block of Philadelphia Street and said he was not carrying a weapon.
Indiana Borough Police identified the suspect as 18-year-old Chase Joshua Mansfield and said he was arrested at the scene. He was arraigned before District Judge Susanne Steffee and is being held in the Indiana County Jail after failing to post $50,000 bail. A preliminary hearing is set for March 24 at 11:00 a.m., according to WCCS AM1160 & 101.1FM.
Swift Police Response
Indiana Borough Police Chief Justin Schawl said the incident exposes a danger that is possible at all large gatherings and public events, and urged community members to report suspicious people and activity. Witnesses told officers they flagged the man as he passed on the north sidewalk, which led to his detention and arrest, according to WCCS AM1160 & 101.1FM.
Parade Setting
The St. Patrick's Day parade in downtown Indiana was scheduled to begin at 11 a.m. and drew crowds along Philadelphia Street. Downtown Indiana's events calendar lists the parade route as Philadelphia Street between 5th and 9th Streets.
Charges and Legal Stakes
Mansfield faces terroristic-threats charges, a statute that covers threats to commit violence, to force an evacuation of a place of assembly, or otherwise cause serious public inconvenience. Under Pennsylvania law, 18 Pa.C.S. § 2706, the state can seek penalties and restitution for emergency-response costs; how the case is prosecuted will depend on the investigation and the court's findings.
What Happens Next
Mansfield is due at a preliminary hearing on March 24 and remains in county custody until that hearing. Police said no weapon was found on the suspect and thanked witnesses who reported the threat quickly to officers.
Organizers and borough officials had not issued additional public statements beyond the police release. Anyone with information is asked to contact the Indiana Borough Police; court filings will determine how the charges proceed.
