How the capture unfolded
According to the Texas Department of Public Safety, 47-year-old Herbert Lee Souvenir was taken into custody on a Friday after investigators followed up on information submitted through Crime Stoppers. The DPS capture notice says members of the U.S. Marshals Lone Star Fugitive Task Force joined Texas DPS special agents, the Bexar County Sheriff’s Office, the Bexar County District Attorney’s Office, the Texas Attorney General's Office, TDCJ‑OIG and San Antonio police to track Souvenir to a residence on the city’s south side and make the arrest. The agency said Souvenir should be considered armed and dangerous and confirmed that a Crime Stoppers reward will be paid for the tip that led to his capture.
Wanted out of Guadalupe County
Souvenir had been listed as wanted out of Guadalupe County since January for "Sexual Assault - Enhanced (Habitual)," according to Guadalupe County Crime Stoppers. The local wanted page includes a tip hotline and online form, along with reminders that the public should not attempt to detain or confront suspects. Investigators say that listing helped them zero in on Souvenir once the anonymous tip came through.

The DPS capture notice outlines prior convictions for Souvenir, including a 1998 conviction for aggravated sexual assault of a child, along with later convictions for assault and burglary, and notes previous failures to comply with sex offender registration requirements.
