
A Cockeysville man is now behind bars after a months-long search tied to a deadly January collision on the outer loop of I-695 that left a 30-year-old passenger dead. Prosecutors say 32-year-old Zaqueo Issac Alvarenga Menjivar has been indicted on negligent manslaughter and a slate of crash-related charges after Baltimore County prosecutors took the case to a grand jury on April 28.
Indictment and arrest
According to FOX45, the grand jury returned an indictment charging Menjivar with negligent manslaughter, failure to remain at the scene with knowledge of a death, failure to return to or remain at the scene, reckless and negligent driving, and other related counts. FOX45 reported that Menjivar, a Cockeysville resident, was taken to the Baltimore County Department of Corrections, where he is being held without bond. The outlet also published a state police booking photo in its coverage.
How the crash unfolded
A Maryland State Police news release says troopers from the Golden Ring Barrack were called just before 2:30 a.m. on Jan. 11 to the outer loop of I-695, where a Mitsubishi Outlander had crashed into a concrete barrier and come to rest disabled in the left lane. A 2014 Toyota Camry had then struck the rear of the Outlander, and the people from those vehicles had moved onto the left shoulder.
Investigators say a Chevrolet Equinox then veered onto that same shoulder to avoid the Camry and hit 30-year-old Ahmed Waqus Qayun Kahn, who was pronounced dead at the scene. Troopers initially asked the public to watch for a red 2025 Chevrolet Equinox with damage to the front and passenger side.
What prosecutors say
As reported by FOX45, Baltimore County prosecutors laid out evidence for the grand jury on April 28, leading to the indictment. Officials have not publicly said whether they suspect impairment, and the Maryland State Police Crash Team is still running the active investigation. Menjivar remains presumed innocent unless and until he is proven guilty in court.
Search, evidence and public tips
In the days after the crash, state police issued a public appeal for leads and gave contact information for the Golden Ring Barrack, a call that quickly rippled through local media. CBS Baltimore reported that the Equinox driver briefly got out after the impact and then took off, leaving investigators with a damaged SUV and a lot of unanswered questions. A subsequent January alert on the suspect SUV echoed the description of a 2025 red Chevy Equinox with damage to the front and passenger sides and directed readers to the state police release.
