Gov. Wes Moore did not stay in Annapolis for this one. This morning, he joined local, state, and federal law enforcement in Salisbury to talk about a multi-agency investigation into what officials described as a large-scale drug-trafficking organization. They gathered at the Wicomico County Sheriff’s Office for a briefing that, by sheer lineup of uniforms and titles, signaled this was far more than a routine set of arrests. The event pulled in county sheriffs, the Maryland State Police, and federal partners around a single podium.
According to 7News, the news conference was set for 10 a.m. at the Wicomico County Sheriff’s Office. The outlet listed speakers, including Gov. Moore, Wicomico County Sheriff Mike Lewis, Worcester County Sheriff Matt Crisafulli, Maryland State Police Lt. Col. Kenny L. Brown, Criminal Investigation Bureau chief Christopher G. Goumenis, and the DEA Washington Division special agent in charge. Reporters were invited to hear how the coordinated investigation came together and what it means for the region.
What Authorities Say They Uncovered
Per the Maryland State Police, a five-month covert probe by a Wicomico Narcotics task force ended with a sweeping takedown tied to drug distribution across the Eastern Shore. The 2024 operation led to indictments against 39 people and, during search warrants carried out in August, investigators seized more than 2,500 grams of suspected cocaine, nearly 30 grams of fentanyl, 14 firearms, and four vehicles. State police stressed that the investigation was a collaborative effort involving local agencies and federal partners.
Local Prosecutions And The Toll
Local prosecutors say the case has already moved from headlines to a hard time for some defendants. WBOC reported that a Salisbury man, Kevin Duffy, pleaded guilty and was sentenced in June 2025 after authorities linked him to drug distribution that reached multiple counties. Wicomico County State’s Attorney Jamie Dykes told WBOC, "The illegal sale of controlled dangerous substances is not a victimless crime—it tears at the fabric of our community," a line that underscored how prosecutors say this operation has hit local neighborhoods.
Why Moore’s Presence Matters
Per the Office of Governor Wes Moore, the administration has put rural substance-use recovery and targeted investments front and center as a policy priority, a backdrop that helps explain the governor’s trip to Salisbury. Moore’s presence puts statewide attention on what law enforcement describes as a regionwide investigation and ties the enforcement push to broader recovery and prevention work the administration has promoted. Officials at the briefing aligned agencies that can seek both state and federal charges as the cases move deeper into the courts.
Legal Notes
Because the operation includes the DEA alongside state task forces, defendants could ultimately face a combination of federal and state charges as investigations and indictments are completed. The Maryland State Police release and local reporting describe a coordinated, multi-jurisdictional effort, and prosecutors are expected to present evidence to grand juries and pursue charges that match those findings. Authorities said they plan to roll out additional details and charging documents as cases are formally filed and court hearings appear on the calendar.
