A probable-cause affidavit obtained by local outlets states that investigators found dozens of illicit files, including videos that allegedly depict children being sexually assaulted, and that Smith communicated sexual fantasies about assaulting and murdering infant children. Officers serving a search warrant at a home in the 500 block of North 36th Street took Smith into custody and booked him into the Jefferson County Jail, where his bond was set at $800,000.
Affidavit outlines alleged uploads and messages
The probable-cause affidavit reviewed by WOAI says Detective C. Perkins followed up on a National Center for Missing and Exploited Children CyberTip and related reports that pointed to four Kik accounts. Perkins wrote that investigators identified a total of 40 images and videos tied to the accounts, and that 31 of the videos appeared to show children being sexually assaulted, according to the affidavit.
ICAC tip led investigators to Nederland home
The tip came through the Internet Crimes Against Children Task Force and led the Nederland Police Department, working with Homeland Security Investigations, to execute a search warrant on April 2, law enforcement told KPLC. Officers arrested Smith at the residence and transported him to the Jefferson County Jail, KPLC reported.
Investigators say evidence tied to suspect
According to the affidavit, Perkins states he linked the account activity to Smith by matching photos and videos uploaded to the Kik accounts with the suspect's driver's license photo and with interior images of a home that matched online real-estate listings. The affidavit also alleges that Smith communicated personal details and described sexual fantasies about infants in messages investigators reviewed, per WOAI.
