
Raleigh is giving residents another shot at heavily discounted e‑bikes, reopening its popular rebate program on May 1 and dangling another round of point‑of‑sale vouchers. The city will again award the rebates through a lottery that runs May 1–15. Applicants can enter for a $500 standard voucher or, if they meet income limits, a $1,500 income‑qualified voucher. Previous winners have to sit this one out: they must reapply but will not be eligible. City officials say residents should be ready when the portal opens, with the application link set to appear on the program page closer to the relaunch.
What the relaunch includes
According to the City of Raleigh, the application portal will reopen on May 1 and winners will be selected by random lottery. All eligible applicants, defined as permanent Raleigh residents age 18 or older, can apply for a $500 standard voucher. Households at or below 80 percent of area median income qualify for the $1,500 income‑qualified voucher, which is designed to put a bigger dent in the price tag for those who need the help most.
Why officials are relaunching the program
When the city first ran the voucher program in late October 2024, it offered 75 standard $500 vouchers and 75 income‑qualified $1,500 vouchers using federal grant money, as reported by ABC11. That early rollout drew strong interest and quickly signaled that demand was far higher than supply, prompting staff and council to look for ways to expand access in future rounds.
Demand and redemption in the first round
The City Manager’s Update reports that the first application window drew 1,371 eligible applicants competing for 150 vouchers, with income‑qualified applicants making up a large share of the demand. That update also shows income‑qualified vouchers were fully redeemed, while standard vouchers had about a 76 percent redemption rate. Recipients had 90 days from notification to redeem their vouchers at participating shops, and the city program lists local retailers such as Conte Bikes, Oak City Cycling, East Coast Electric Speed Shop, The Bicycle Chain, REI North Hills, Trek and Bell Lap Cycleworks, per the City of Raleigh. City staff told council they pursued and secured an $80,000 grant to extend voucher availability.
How to prepare
Residents planning to apply are encouraged to get their paperwork together early by lining up proof of Raleigh residency and any income documentation ahead of May 1.
