New Yorkers who dread another sticky summer in walk-up apartments just got a lifeline. As of April 15, 2026, applications are open for New York City’s Cooling Assistance benefit, which can get eligible low-income households a free air conditioner, fan or wall-sleeve repair before the real heat hits. The benefit picks up the tab for the unit, installation, minor repairs and removal of an old device. It is limited to one unit per household and is awarded on a first-come, first-served basis. Households generally qualify by meeting income limits or already receiving benefits such as SNAP, Cash Assistance or certain SSI, and must also include someone age 60 or older, a child under 6, or a person with a medical condition that gets worse in the heat.

What the benefit pays for

The Cooling Assistance benefit will pay up to $800 for a window or portable air conditioner or fan and up to $1,000 for an existing wall-sleeve unit, covering labor, materials and administrative costs. It also pays for removal of older units and any minor repairs needed to safely install the new equipment, according to ACCESS NYC.

Who qualifies

Eligibility centers on income and enrollment in certain public benefits. Households that meet the gross monthly income thresholds or that receive SNAP, Temporary Assistance or Code A SSI may qualify, NBC New York reports. Applicants must also meet the household-level vulnerability test, meaning there is someone age 60 or older, a child under 6, or a documented medical condition aggravated by heat, and they must be U.S. citizens or qualified noncitizens, per NBC New York.

Income limits and required documents

The city’s ACCESS NYC table lists the 2026 maximum gross monthly incomes as $3,473 for a one-person household, $4,542 for two people and $5,611 for three people, with each additional person adding $687 to the limit. Applicants should be ready to submit proof of residence, recent pay stubs or income records, photo ID, Social Security numbers for household members who have them and medical documentation when required. Applicants cannot have received a HEAP-funded air conditioner within the past five years, according to ACCESS NYC.

How to apply

New Yorkers can apply online through the ACCESS HRA portal or by phone. NBC New York notes that the application window opened April 15 and advises residents to call 718-557-1399 for help. The ACCESS HRA mobile app can be used to scan and upload documents and to check application status, and local outlets have step-by-step guides for the process, including an explainer from PIX11.

Why it matters

Cooling is not just a comfort issue in New York, it is a public-health concern. The city comptroller’s recent reporting found that roughly 11% of New Yorkers do not have air conditioners at home and that many heat-related deaths occur in residences without functioning cooling. That gap helps explain why the HEAP Cooling Assistance benefit is focused on seniors, young children and medically vulnerable households, according to the Office of the New York City Comptroller (Comptroller).

Tips before you apply

To avoid scrambling mid-application, gather paperwork in advance: current rent or utility bills, recent pay stubs or a tax return, photo ID, Social Security numbers and any medical notes signed within the past 12 months. You can attest to a chronic condition if paperwork is hard to get. If you need a place to cool off while you wait, or help applying in person, call 311 or find a nearby cooling center via the city’s Cooling Center Finder, and consider contacting local benefits-help centers for in-person assistance.
