
What looked like a neighborhood sports-and-billiards bar on the 11200 block of Veterans Memorial Drive was, according to investigators, an illegal game room. On Monday, detectives with Harris County Constable Precinct 4 served a search warrant at the business, shut the operation down, and reported finding nearly 70 electronic gambling machines inside. They seized more than $5,700 in suspected gambling proceeds along with paperwork they say documented the illegal activity. The alleged operator was charged, and a patron working armed security was also taken into custody on separate warrants and weapons-related offenses.
What Officers Found
According to a release and reporting by FOX 26 Houston, detectives opened the investigation after receiving tips about illegal gambling near the intersection of Veterans Memorial Drive and Broad Haven Drive and then obtained a search warrant. Inside, they reported finding nearly 70 machines that investigators described as illegal gambling devices, along with numerous records and cash believed to be gambling proceeds.
The operation was carried out by the constable’s Criminal Investigations Division and the Regulatory Enforcement Unit, which the office says focuses on unlicensed game rooms and similar businesses.
Charges and Arrests
Constable Mark Herman’s office identified the alleged operator as Judyth Villalobos, who faces criminal charges for operating a gambling facility without a license or permit. A patron identified as Shannon Hart Jr. was allegedly working as an armed security guard and was found to have an active warrant for burglary with intent to commit a felony. Hart was additionally charged with unlawful carrying of a weapon with prior felony convictions, according to the release.
"Illegal gambling establishments attract a wide range of criminal activity that endangers our community," Constable Herman said in a statement posted on the office’s Harris County Constable Precinct 4 Facebook page. The statement added that such operations "often fund serious criminal enterprises."
Regulatory Unit and Reporting
The Regulatory Enforcement Unit, which the Constable’s Office says was created to investigate unlicensed game rooms and other regulated businesses, led the probe, according to the precinct’s website. The office is asking anyone with information about suspected illegal gambling to call 281-376-3472 or submit a tip online through the unit’s page.
