
A routine weekday afternoon outside Independence Charter School in Center City turned chaotic on Wednesday when a speeding driver blew through a red light, plowed into multiple vehicles and struck a pedestrian, according to police. Surveillance and cellphone video captured a silver SUV smashing into a Range Rover at 16th and Lombard, knocking a woman to the pavement and shoving several parked cars up onto the sidewalk as bystanders rushed in to stop the driver from getting away.
Philadelphia police say the crash happened around 2:50 p.m., when a 21-year-old man behind the wheel of a 2026 Dodge ran the light and slammed into a northbound Land Rover, according to CBS Philadelphia. The impact shoved the Land Rover into a traffic signal and into a woman who was in the crosswalk. A 22-year-old passenger in the SUV and a 36-year-old pedestrian were taken to Jefferson University Hospital with injuries. Police say the Dodge also struck several parked cars and that the driver tried to flee before people on the street detained him until officers arrived.

Footage obtained by KYW Newsradio shows the silver SUV racing through the intersection as onlookers record, then smashing into the Land Rover and sending the pedestrian to the ground. Neighbors can be seen sprinting toward the crosswalk to help the injured woman as others check on the drivers and damaged vehicles. KYW noted the wreck unfolded directly in front of Independence Charter School shortly after an early dismissal, but school staff said no students were hurt.
School and community response
For people who live and work around 16th and Lombard, the crash felt like a near miss that could have been far worse. School leaders and neighbors quickly renewed calls for traffic-calming measures at the busy corner. Matt Kelley, CEO of Independence Charter School, told 6abc the school had been preparing to release hundreds of students at that very intersection and that the scene left families and staff badly shaken.
Nearby, Rabbi Doniel Grodnitzky said part of his building’s wall was damaged in the crash and told the station he was "praying for their full recovery" as the two injured women were treated at the hospital. For residents who watched it unfold, the smashed cars and crumbled brick were a blunt reminder of how close the crash came to being a much larger tragedy.

The collision has reignited neighborhood demands for targeted safety upgrades around schools, echoing recommendations from Philadelphia’s Vision Zero program to expand speed cushions, automated enforcement and red-light cameras on dangerous streets. Officers from the 17th District are investigating the wreck and say the 21-year-old driver was being processed after the crash, with no charges announced as of Wednesday, according to CBS Philadelphia. Sources told 6abc the driver is under investigation for a possible DUI as detectives review the extensive video evidence and witness interviews.
