
Federal agents are still chasing a 75-year-old Baltimore man whose alleged retirement plan involved robbing the same hospital bank branch twice in one week. Lloyd Phillip Simon is wanted on a federal arrest warrant issued in November 2024 for an alleged violation of his supervised release, after he was convicted of robbing the M&T Bank branch inside the University of Maryland Medical Center in August 2019.
Investigators say surveillance video and physical evidence tied Simon to both robberies at the hospital bank. As of May 7, the U.S. Marshals Service says he is still on the run and is being sought nationwide. Authorities say Simon is a previously convicted felon and warn that if anyone spots him, they should not approach and should instead call law enforcement.
According to FOX45, a federal judge signed the warrant in November 2024, and investigators then circulated still images and court records as part of an ongoing U.S. Marshals search. Senior Inspector Al Maresca of the U.S. Marshals Service told the station that video footage and court filings were key in identifying Simon. WBFF reports that Simon has three federal bank robbery convictions over roughly 25 years and is currently wanted for the alleged supervised-release violation.
How investigators tied him to the 2019 heists
Federal court records show that on August 13 and August 19, 2019, Simon walked into the UMMC lobby, partially covered his face, and demanded cash from tellers, according to the U.S. Attorney’s Office for the District of Maryland. Prosecutors say he grabbed a black backpack from a donation bin to haul away the money.
During the second robbery, a teller tucked a GPS tracker into a stack of bills. Prosecutors say Simon realized what was happening, found the device, and tossed it, but that did not keep investigators from closing in. When agents executed a search warrant on his residence on August 28, 2019, they recovered clothing that matched surveillance footage and a single round of .357 Magnum ammunition, according to the same court filings and press release.
Sentence and earlier convictions
Simon pleaded guilty to the 2019 hospital bank robberies and was sentenced in March 2022 to 70 months in federal prison, followed by five years of supervised release and about 2,034 dollars in restitution, according to WMAR2 News. He had already been convicted of a separate bank robbery in January 2013 and served time for that case, which also left him legally barred from possessing ammunition.
Court records and local reporting indicate investigators linked the August 2019 robberies to his apartment after seizing clothing and a backpack during the search.
U.S. Marshals asking for tips
Investigators say the current warrant stems from an alleged violation of the terms of Simon’s supervised release after he was released in 2024, and the U.S. Marshals Service continues to look for him. Anyone with information on his whereabouts is asked to call the U.S. Marshals Service at 202-819-5058, according to FOX45.
Law enforcement officials stress that members of the public should not try to detain Simon themselves and should instead contact authorities immediately.

The robberies took place at the M&T Bank branch located inside the University of Maryland Medical Center’s downtown campus on Greene Street. The hospital lists its downtown address as 22 S. Greene St., Baltimore, MD 21201, according to UMMS, and the bank branch sits on the facility’s first floor, per M&T Bank. That public lobby area was central to how investigators say the 2019 robberies unfolded.
Legal fallout
If a court finds that Simon violated the conditions of his supervised release, a federal judge can revoke that release and order additional prison time under federal law. Statutes that govern supervised-release revocation, including 18 U.S.C. a7 3583, allow courts to impose new terms of imprisonment and adjust supervision conditions based on the nature of the violation and the underlying offense, according to the Legal Information Institute.
