County staff placed the special-event request on the commissioners' agenda because of the street closures involved and the concern that a crowd of that size can get unruly if planning falls short.

Flav first announced the weekend in late February and has teamed up with MGM Resorts and women-led sports brand The Gist for the July 16-19 slate of events, according to FOX5. AP reports that the U.S. women’s hockey team privately accepted an invitation, while FOX5 covered a May meeting where Clark County Commissioner Tick Segerblom handed Flavor Flav a ceremonial "key to the Strip" as planning ramped up.

In May, commissioners signed off on an Electric Daisy Carnival "World Party Parade" on the Strip, signaling how large gatherings can work on Las Vegas Boulevard when organizers play by the rules, according to KTNV. For She Weekend, organizers told county staff they are working with MGM and the Clark County Fire Department on EMS staffing and water stations along the route, a level of detail laid out in the presentation cited by KLAS. The board’s vote would cover the special-event permit itself, any temporary right-of-way closures and a public-safety plan that organizers are required to submit. Clark County fire and event regulations call for approved medical plans, permits for temporary structures and close coordination with law enforcement and fire prevention, all of which can affect staffing levels and fees, according to Clark County code.
