
A Texas fugitive on the state’s 10 Most Wanted Sex Offenders list is back in custody after authorities tracked him to Nuevo Progreso, Mexico and brought him back across the border. Officials say he was handed over at the Progreso Port of Entry and booked into the Hidalgo County Jail, after an investigation that began when investigators say he left Texas earlier this year following his release on bond.
How investigators tracked him down
According to the Texas Department of Public Safety, investigators located 42-year-old Kit Edward Lulow living in Nuevo Progreso. The U.S. Marshals Joint East Texas Fugitive Task Force coordinated with the Texas Rangers to arrange his return to the United States.
The Texas Department of Public Safety captured listing states that Lulow was turned over to the Texas Rangers at the Progreso Port of Entry and booked into the Hidalgo County Jail on May 7. Criminal Investigations Division agents from Texarkana also assisted in the arrest, according to the agency.
Charges and past convictions
As reported by WOAI, Lulow was convicted in Oregon in 2008 of rape, sexual abuse and sodomy involving a 13-year-old and received a 75-month prison sentence. WOAI notes he was later arrested in Marion County, Texas, in February 2026 on charges of unlawful possession of a firearm by a felon and possession of child pornography.
According to WOAI, Lulow posted bond in that case and then fled into Mexico. The station also reports he was wanted out of Cass County for failure to comply with sex-offender registration requirements, and that federal warrants were issued in April 2026 by the U.S. District Court for the Eastern District of Texas.
Tip lines and reward status
Per the Texas Department of Public Safety, Texas Crime Stoppers will not pay a reward for Lulow’s arrest. The agency says tips can still be submitted anonymously through its hotline or online portal.
The Texas Department of Public Safety adds that so far in 2026, the department and its partner task forces have arrested dozens of people from the Texas 10 Most Wanted lists, including more than two dozen sex offenders. Officials continue to urge the public to use official tip channels and not to try to detain fugitives on their own.
What happens next
WOAI reports that Lulow remains in custody at the Hidalgo County Jail while local and federal prosecutors work out his transfer so he can face outstanding state and federal charges. According to the station, prosecutors and the Texas Rangers had not released further details about when that transfer might happen or whether Mexican authorities publicly assisted in the operation.
WOAI notes that court records and future filings are expected to show when Lulow will be formally presented on the alleged charges.
