Guilty plea and sentence
According to WCNC, 19-year-old Reginald Anthony admitted his role in the December 17, 2024, shooting on Perennial Terrace and pleaded guilty in court. The station, citing court records, reports that the victim, 28-year-old Raymone Devine Flakes, was struck 14 times. Anthony told investigators he fired in self-defense and that he was 17 years old at the time of the shooting.
Where the shooting happened
Detectives say the gunfire broke out shortly after 11:28 a.m. on December 17 in the 3000 block of Perennial Terrace Drive, where officers arrived to find Flakes suffering from multiple gunshot wounds, according to a release from the Charlotte-Mecklenburg Police Department. MEDIC rushed Flakes to Novant Presbyterian Medical Center, where he was later pronounced dead.
Other arrests and court dates
The case has pulled in multiple defendants. On March 17, 2025, detectives arrested 21-year-old Demoni Kenarius Richard on warrants tied to the same investigation, WSOC-TV reported. As noted by WCNC, Richard faces first-degree murder, armed robbery and conspiracy charges and is scheduled for arraignment on June 30, 2026.

Anthony’s guilty plea clears his portion of the case from the trial calendar and locks in the minimum 13-year prison term laid out in his agreement.
