
The University of Pittsburgh is gearing up to add a big new piece to Oakland’s skyline. The school’s Board of Trustees has signed off on a 420-bed residence hall for first-year students, to be built on a parking lot at Fifth and Ruskin avenues next to the Music Building. Construction is expected to start in summer 2026, with doors opening in fall 2028. It will be Pitt’s first newly built residence hall since Nordenberg Hall opened in 2013.
Trustees Back Freshman-First Living Hub
The new hall is planned as more than a place to sleep. Designs call for retail dining, faculty-in-residence space, and dedicated study areas, with PJ Dick, VMDO, and Kimmel Architecture brought on for the project, according to TribLIVE. University leaders told trustees the project responds to growing demand, noting that Pitt received nearly 74,000 applications for its Oakland campus and is aiming to enroll 22,000 undergraduates by 2028.
Leased Beds And A Two-Year Housing Promise
While the new dorm goes up, Pitt plans to cover the shortfall by leasing nearby apartment buildings and a hotel, including Pennsylvania Apartments at 300 N. Dithridge, the Wellington Apartments at 245 Melwood, and the Hampton Inn at 3315 Hamlet, and by shifting some parking leases elsewhere on campus, as reported by TribLIVE. Starting in fall 2026, incoming students will be guaranteed housing for two years, Dwayne Pinkney, Pitt’s executive senior vice chancellor for administration and finance, told trustees.

Pitt’s own records show those leased properties already play a role in student housing. The university’s Annual Security and Fire Safety Report lists several university-leased addresses used to house students, including the Pennsylvania Apartments at 300 N. Separate property listings highlight the Wellington Apartments at 245 Melwood as a campus-adjacent rental option that Pitt can draw on while the new hall is under construction.
What The New Hall Means For Oakland
University officials are pitching the project as a long-term investment in student life that could ease some of the strain on Oakland’s tight rental market by pulling more first-years onto campus. Ground-floor retail is expected to serve both students and neighbors, part of a design meant to fit into the existing streetscape rather than stand apart from it.
Next Steps And Construction Timeline
Pitt is moving into the design-build selection phase and expects site work to begin in summer 2026, with the hall slated to welcome students in fall 2028. Officials say the project will not require any existing buildings to be demolished, and they plan to return to the Board of Trustees with detailed construction contracts and permitting schedules as planning advances.
