Kimberly Overman is not sitting out Florida’s mid-decade map shakeup. The former Hillsborough County commissioner is sliding into the newly drawn 12th Congressional District and taking direct aim at long-time Republican Rep. Gus Bilirakis. The redrawn Tampa Bay-area seat, once considered a sleepy stronghold for the GOP, suddenly looks like one of the more interesting local races to watch this fall.

Overman Brings County Chops And A Cash Bump

Overman previously served on the Hillsborough County Commission and has leaned hard on that local experience in her campaign messaging, according to her campaign site. Her authorized committee reported roughly $127,423 in total receipts through March 31, 2026, per The Green Papers. In a field where many Democrats are still introducing themselves to voters, that total currently makes her the best-funded Democrat in FL-12.

Primary Field Forms Around A Clear Favorite

Overman is not alone in the Democratic hunt. Her primary rivals include retired CIA officer Christopher Irizarry and several other hopefuls still working on basic name recognition. Irizarry’s filings list about $15,704 in receipts through March 31, 2026, according to his FEC filing. Darren McAuley posted much larger fundraising numbers earlier in the cycle, before the district lines moved, per his FEC committee page.

Still, Overman is the one drawing the early spotlight. Creative Loafing Tampa notes that she enters the race with an edge in name ID and dubs her the “big Democratic fish” in the District 12 pond.

New Map, New Math For FL-12

The terrain itself just shifted. The Florida Legislature approved a new congressional map on April 29, and Gov. Ron DeSantis signed it into law on May 4, moving a large stretch of western Hillsborough County into FL-12 and tweaking the district’s partisan balance, according to WUSF. On paper, though, analysts are not exactly calling it a battleground. The Cook Political Report still rates the seat as Solid R.

Bilirakis Has The Cash, Democrats See A Door Cracked Open

Incumbency still comes with perks, starting with money. Rep. Gus Bilirakis reported roughly $1.02 million in receipts as of March 31, 2026, according to The Green Papers, giving him a substantial financial head start.

Even so, local Democrats say the new map and a potentially friendlier turnout mix could help close the gap. Creative Loafing Tampa reports that party operatives expect Democrats to perform “10 or more points better” than they did two years ago, a shift that could matter if national winds start blowing their way.

The clock is already ticking. The Democratic primary is scheduled for Aug. 18, 2026, and the general election for Nov. 3, 2026, per the Cook Political Report. If Overman can consolidate local support and keep pace financially, her local profile could turn this traditionally sleepy district into a genuine test for an incumbent who has not faced much serious heat in recent cycles.
