Harris County Constable Precinct 4 deputies say a Flock Safety camera alert tipped them off to a suspicious vehicle in Cypress, leading to the arrest of a man wanted on a felony aggravated assault warrant. The passenger, identified as Jimmy Wayne Sissom, was taken into custody without incident last Thursday and booked into the Harris County Jail. His bond was set at $25,000 out of the 248th District Court.
According to a Facebook post from Constable Mark Herman’s office, deputies responded to a Flock Safety alert about a suspicious vehicle, and Deputy Reyes Carranza located the car in the 14700 block of Poplar Lake Trail. The post states that the passenger was identified as Sissom and that deputies confirmed he had an active felony warrant for aggravated assault with a deadly weapon.

How a Camera Alert Put Deputies on the Trail
The precinct’s post explains that after the Flock alert went out, Deputy Carranza tracked down the reported vehicle and identified the passenger as Jimmy Wayne Sissom, who, according to the constable’s office, had an outstanding felony warrant. The same post notes that Sissom was “taken into custody without incident,” and deputies then booked him into the county jail.
Flock Safety, Data and a Local Flashpoint
Flock Safety says its license-plate readers and cameras generate real-time vehicle alerts and searchable evidence for law enforcement investigations. Harris County commissioners recently renewed a contract for the technology amid public concerns about surveillance and data-retention rules, as Community Impact reported.
What the Charge Means
Aggravated assault with a deadly weapon is defined under Texas Penal Code Section 22.02 and can be elevated depending on whether a deadly weapon was used or serious bodily injury occurred. Those enhancements carry felony penalties. At this stage Sissom faces allegations and is presumed innocent until proven guilty.
Precinct 4's Facebook post serves as the initial public notice of the arrest; formal charges and future court dates will be reflected in district court records. We will monitor public filings for updates as the case moves through the 248th District Court.
