What started as a chaotic night on a quiet Frederick cul-de-sac has turned into a months-long investigation that now spans multiple states and four arrests. Authorities say a November 2025 shooting on Seagull Court left a 21-year-old man wounded and launched a wide search that ended, at least for now, with the final suspect taken into custody yesterday in Ocean City.
The Shooting And The Victim
The violence broke out on Nov. 2, 2025, in the 6600 block of Seagull Court in Frederick. Deputies first responded to what came in as an assault call, which was quickly upgraded to a shooting. When they arrived, they found a 21-year-old man suffering from gunshot wounds to his chest, leg, and hand. He was flown to a trauma center and listed in stable condition, according to a Frederick County Sheriff's Office press release.
Arrests And Charges
Investigators describe what followed as an extensive probe that pulled in detectives across jurisdictions and ultimately led to multiple suspects. On March 11, detectives located and arrested 36-year-old Marquis Williams of Falling Waters, West Virginia, in Christiansburg, Virginia. He was extradited to Maryland and faces charges that include attempted first- and second-degree murder, attempted home invasion, conspiracy, and firearm-related offenses.
That same day, 35-year-old Shianice Govan of Hagerstown was arrested and charged with attempted home invasion, conspiracy to commit home invasion, first-degree assault, and accessory after the fact. A 17-year-old male from Falling Waters was arrested in Frederick on April 8 on similar counts.
The final arrest came on June 16, 2026, when 21-year-old Khirias Williams was taken into custody in Ocean City with help from the U.S. Marshals Service Capital Area Regional Fugitive Task Force, as reported by WBFF.
Investigation And How To Help
The Frederick County Sheriff's Office says the case is still very much active. Detectives continue to develop evidence, track leads, and interview witnesses connected to the Seagull Court shooting. The four people arrested now face multiple felony counts and will move through Maryland's court system. One suspect has already been extradited to face charges.
