El Colibri did not arrive on Penn Avenue overnight. The business started as a farmers-market regular and later cooked out of a shared ghost-kitchen space before locking in a permanent home, as detailed by WESA. That lower-cost approach gave the crew time to test recipes, build buzz for Pedro Ibarra’s slow-cooked birria and Rocío Ruiz’s gorditas, and figure out what worked before signing a long-term lease.

Mayor Corey O'Connor was on hand for the ribbon-cutting and framed the opening as a win for both Garfield and the city’s immigrant entrepreneurs. "This is a true Pittsburgh story. We want to be a welcoming city for all entrepreneurs," he said, according to Axios Pittsburgh. Behind the scenes, public support helped make the buildout possible. KDKA reports the owners received a $100,000 loan from the Urban Redevelopment Authority to convert the Penn Avenue space into a workable restaurant.
