A Las Vegas man is facing a slate of child abuse and sex-crime charges after investigators say he sexually abused a 13-year-old girl and tortured a younger boy inside a local home, leaving the boy burned, stabbed and shot. Authorities identify the suspect as 38-year-old Rosario "Roy" Diraffaele. The children have been removed from the home and are now in child protective services custody. The allegations come from grand jury documents and police transcripts that prosecutors presented to the court.
Indictment and charges
Prosecutors say a Clark County grand jury indicted Diraffaele on seven felony counts, including two counts of lewdness with a child under the age of 14, four counts of child abuse, neglect or endangerment, and one count of open or gross lewdness. He was taken into custody on March 19 as the investigation unfolded, according to 8 News Now.
Court schedule and pleas
Court records show Diraffaele pleaded not guilty on May 19. A Clark County judge has scheduled a jury trial for Nov. 9, and Diraffaele remains in custody while prosecutors prepare their case. Those scheduling and docket details appear in the Eighth Judicial District Court public portal, according to the court portal.
Allegations from police transcripts
According to police transcripts and an arrest report, the abuse was long-running and brutal. Investigators say the girl, now 13, was sexually abused beginning at age 11, forced to watch pornography and exposed to methamphetamine fumes by the suspect. The boy, they allege, was burned with a cigarette multiple times, stabbed in the abdomen with a fork that left a four-pronged scar, and shot at close range with a pellet (BB) gun. Detectives also say he was sometimes denied food as punishment. These allegations are detailed in grand jury testimony and police reports, as reported by 8 News Now.
Prior child-welfare contacts and criminal history
Police say the family had five prior substantiated child-protective-services investigations dating back to 2022. The current investigation resulted in the children being placed in protective custody. Records and filings obtained by prosecutors also show that Diraffaele has prior felony convictions in five separate cases dating back to 2010, and that he admitted using methamphetamine during a 2025 contact with police. Those entries and notes appear in public court filings and the county portal, according to the court portal.
Potential penalties
Under Nevada law, lewdness with a child under 14 is a top-level felony that carries severe sentencing ranges. Convictions on the additional counts can add years in prison, along with sex-offender registration and, in some cases, lifetime supervision. The penalties and statutory classifications are outlined in the Nevada Revised Statutes. See NRS Chapter 201 for details on lewdness and related offenses.
What happens next
The case remains under investigation as prosecutors move toward the November trial date and prepare to present evidence to a jury. Authorities say anyone with additional information is encouraged to contact Metro's child-abuse detectives. Members of the public can also follow the case through official docket updates from the court's records office.
