The Bungalows of Torrance are officially on the way in unincorporated West Carson, where construction has kicked off on a 525-unit apartment complex at 22107–22133 South Vermont Avenue. The six-story, wrap-style building will replace a cluster of industrial buildings and is planned to offer studios and one- to three-bedroom apartments, with the first residents expected to move in sometime in 2027.
Site, sale, and who’s building it
Months after acquiring the fully entitled site for about $40 million, Dallas-based developer JPI has begun work on the project, as reported by Urbanize LA. The 4.9-acre property changed hands when CGI+ Real Estate Strategies sold the parcel to JPI, according to a company announcement. CGI+ and industry filings indicate that the deal moved a shovel-ready, fully entitled development into the hands of a buyer prepared to build.
What’s in the plans
Public project records on the state CEQA portal describe a six-story residential building paired with a separate parking structure and a rooftop amenity deck, totaling 525 apartments for the site. CEQAnet and accompanying county application materials outline the basic scope and program for the complex. JPI’s own portfolio listing shows the community as under construction and touts resort-style amenities that include a rooftop pool deck, pickleball courts, a karaoke room and a high-end fitness center. JPI says the building will feature a mix of studios and one- to three-bedroom homes.
Why here
The site sits inside the West Carson Transit-Oriented District Specific Plan area, a county framework adopted to push higher-density housing toward key transit corridors. The plan, approved in 2019, set the stage for larger residential projects along Vermont Avenue, according to Los Angeles County records detailing its adoption and intent. The property is also a short distance south of Harbor‑UCLA Medical Center, which is undergoing a multi-billion-dollar rebuild that county officials say will keep the campus as a major employment hub for the South Bay. Los Angeles County Public Works project documents describe the Harbor‑UCLA replacement program and its long-term role in the area.
Local impacts and next steps
Recent county planning filings show that base zoning on the property would have supported roughly 339 units, and that the developer is using density-bonus provisions to bump the total to 525 units. It is a standard path under California law that trades additional density for affordable set-asides, according to Los Angeles County Planning documents that lay out the unit calculations and recent revisions. The project is set to add several hundred rental homes to the South Bay market and generate construction jobs along the way, while neighbors and planners keep an eye on traffic, parking and leasing impacts as work ramps up on site.
Timeline
According to JPI and industry coverage, construction is already underway and the first units are slated to be ready for residents in 2027. Urbanize LA reported the timeline based on the developer’s announcements, and county permit records are expected to track key milestones as the project moves toward full build-out and occupancy.
