Nearly 50 parks and gardens across Oʻahu have been upgraded under a sweeping efficiency project that fixed aging pools, swapped out outdated fixtures and reworked lighting, with the stated goal of cutting utility bills while protecting coastal wildlife. City officials say the first contract year already brought measurable utility savings and helped reopen several community facilities.

The work came together as a $39 million Energy Savings Performance Contract covering 49 priority sites on Oʻahu and earned the City and County of Honolulu a 2026 Energy Leader Award in the Energy Innovation category, according to NORESCO. The company’s release says the project was designed to support Honolulu’s Climate Action Plan and focused on reopening pools, modernizing long-strained building systems and protecting sea turtle nesting at beach parks. NORESCO noted that the Honolulu partnership was one of three of its projects recognized by the awards panel.

Upgrades, Sea Turtles and Early Savings

The city’s list of improvements ranges from pool renovations at Pearl City District Park to new showers at Ala Moana Beach Park, along with LED lighting adjustments at Sandy Beach tailored to accommodate nesting sea turtles, as reported by Hawaii News Now. That report says the project’s first contract year cut electricity use by about 4 million kilowatt-hours and conserved roughly 210 million gallons of water, for an estimated $3.5 million in utility savings. Residents in neighborhoods around the island have started to notice updated fixtures and some long-closed amenities coming back online after the work.

How the Deal Pays for Itself

The upgrades were delivered under an energy-savings performance contract, a financing model in which an energy service company installs improvements and guarantees that future energy and water savings will repay the project over time. The U.S. Department of Energy notes that these contracts include measurement and verification protocols and are structured so that project costs are paid back from verified savings over the contract term, according to the U.S. Department of Energy. NORESCO’s announcement says the Honolulu agreement runs for 20 years and is expected to deliver $94 million in total guaranteed savings over the life of the contract.

What This Means Locally

City leaders say the long-term savings are expected to free up money for maintenance and other priorities while easing day-to-day strain on park staff, Hawaii News Now reported. The national award puts a spotlight on Honolulu’s effort to link climate goals with practical fixes that keep public spaces open and safer for residents.
