A late-night crossing on one of Aliquippa’s busiest roads ended in tragedy Tuesday when a 68-year-old man was hit and killed by a vehicle on Brodhead Road. Authorities identified the victim as Jeffrey Owens and said he was pronounced dead at the scene. State police arrested the driver and have opened a full investigation into the crash.
Crash details
Pennsylvania State Police say troopers were called to Brodhead Road near Sheffield Road around 10 p.m. Tuesday after a car failed to yield to a pedestrian. Owens was struck while crossing and died at the scene. Troopers identified the driver as 23-year-old Marcus Barkovich, who was arrested on site and taken to a hospital for blood testing while investigators continue their work, according to CBS Pittsburgh.
Road safety context
Brodhead Road is a busy commercial corridor where planners and residents have long raised concerns about pedestrian safety, pointing to limited sidewalks, narrow shoulders and complicated turning movements. Regional planning documents and public surveys have recommended adding sidewalks and making turn-lane or signal upgrades along the Brodhead corridor to cut down on conflicts between drivers and people on foot. See Southwestern Pennsylvania Commission.
Investigation and possible charges
State police say Barkovich was arrested at the scene and taken for blood testing, and troopers told reporters they believed impairment was a factor. Charges are pending while toxicology results and witness statements are reviewed. Prosecutors will decide what charges, if any, to file once the investigation is complete, CBS Pittsburgh reported.
Legal note
If investigators confirm impairment, Pennsylvania statutes allow prosecutors to seek homicide-by-vehicle and related DUI charges. The state’s vehicle code includes provisions such as 75 Pa.C.S. § 3735, which governs deaths that occur while a driver is under the influence. The exact charges and potential penalties depend on the evidence, any prior convictions and prosecutorial discretion. See Pennsylvania General Assembly.
State police say the investigation is ongoing and that more information will be released as it becomes available. This story will be updated if authorities provide additional details.
