1. Pho Phuong Nine Restaurant
Topping the list is Pho Phuong Nine Restaurant. Located at 4903 E. Kings Canyon Road, Suite 107, in Roosevelt, it's the highest rated affordable Vietnamese restaurant in Fresno, boasting four stars out of 134 reviews on Yelp.
It offers both beef and chicken phở, alongside other Vietnamese favorites, such as spring rolls, vermicelli and pork belly.
Mark A., who reviewed Pho Phuong Nine Restaurant on May 2, wrote, "I believe this place has the best phở in town. The broth is delicious, very flavorful even before you place your sauces and condiments in it. I loved the fast service. This place is a must try. The prices are really affordable."
2. Pho Fresno
Next up is Tower District's Pho Fresno, situated at 3111 N. Maroa Ave. With 4.5 stars out of 47 reviews on Yelp, the Vietnamese spot has proven to be a local favorite for those looking for an affordable option.
Its menu has options like the phở noodle soup (topped with scallions, onions and cilantro and served with bean sprouts, basil and lime, plus your choice of protein), grilled pork and egg roll vermicelli bowl and the Special Rice Plate (served with a pork chop, egg roll and a Vietnamese meatloaf steamed egg omelet).

3. Paradise Restaurant
Mclane's Paradise Restaurant, located at 1848 N. First St., is another top choice, with Yelpers giving the cheap Vietnamese spot four stars out of 112 reviews.
The menu has phở, including the Paradise Special with rare steak, brisket, flank steak, tripe, meatballs, shrimp, crab, squid, fishball and chicken. You can also find fried rice plates, chow mein dishes, vermicelli bowls and more.

Corey S., who visited on July 9, wrote, "Some of the best phở I've ever had. The seasoning on the meat is amazing, and the broth was delicious as well. The staff was really friendly, and I got my food very fast. I also ordered some spring rolls, and they were fresh and full of flavor. The peanut sauce mixed with Sriracha was an excellent combo."
