On August 10, Gordon Appleton, a 59-year-old transient, was arrested in El Cajon for stealing fuel and damaging a vehicle, according to the city's website. Appleton was released from jail on August 15, only to be arrested again on August 18 for using a stolen motorhome, demonstrating the ineffectiveness of supervised probation in certain cases.

The story of Appleton's rapid return to crime illustrates a broader issue in California, as criminal justice reforms have allowed individuals to continue engaging in criminal activity despite prior arrests and releases. The El Cajon Police Department has taken proactive steps to combat this problem by deploying Flock Cameras, an automatic license plate reading system (ALPR) that alerts law enforcement when a stolen vehicle or a vehicle on the watchlist from state or national databases is in their jurisdiction.

The deployment of these cameras has proven effective in catching criminals like Appleton who have a history of quickly returning to criminal activities. When Appleton's stolen motorhome passed by one of these cameras, an alert was sent to the police in real-time, which resulted in Appleton being apprehended shortly after at 181 N Second Street in El Cajon, as reported.

El Cajon Police Chief Mike Moulton commented on this situation stating, “As we are seeing crime increase across this state due to ineffective criminal justice reform, the El Cajon Police Department will continue to use every tool available to us to hold criminals accountable who victimize our community. If you drive a stolen vehicle in the City of El Cajon we will locate you, arrest you and, put you in jail.”
