
Edgar Herrera Pardo, a 35-year-old alleged drug lord from Tijuana, Mexico, known as "Caiman," was extradited to San Diego, California, on August 2, 2023, to face federal drug trafficking charges, according to a report by the Office of the United States Attorney Southern District of California. Accused of leading a group called Los Cabos, Pardo and his associates are believed to have contributed to the rampant violence in the region, ultimately securing control of Baja California for Cartel de Jalisco Nueva Generacion (CJNG) as reported by the Justice Departament.
Although Pardo was indicted on April 10, 2019, following a long-term investigation that included six months of judicially approved interceptions, it was not until August 5, 2019, that the alleged cartel enforcer was apprehended by Mexican authorities according to a Justice Department release. While in custody in Mexico, Pardo faced charges of both conspiracy to distribute controlled substances for the purpose of unlawful importation and conspiracy to distribute controlled substances, carrying potential penalties of 10 years to life in prison, along with fines of up to $10 million if convicted.
In a statement by U.S. Attorney Randy Grossman, he emphasized the severity of the situation, stating, "According to the government’s allegations, Herrera Pardo and his group of enforcers unleashed appalling violence on Tijuana on behalf of a powerful drug cartel that is responsible for moving large quantities of illicit drugs into the U.S." This extradition signifies a continuous effort by the US Government and the Department of Justice to locate and bring to trial those who actively contribute to drug trafficking and risk American lives in the process, with the cooperation and support of Mexican authorities.
Edgar Herrera Pardo, aka "Caiman," has been accused of orchestrating a series of brutal activities in the name of the CJNG, including arranging over 150 murders throughout a six-month period. It is also alleged that Los Cabos, the organization led by Pardo, was responsible for the 2018 killings of three San Diego-area teenagers in Tijuana and the murders of at least three police officers.
In light of the violent and complex situation in Tijuana, this extradition is a significant step toward justice and a collaborative effort between the United States and Mexican authorities to dismantle organized criminal operations on both sides of the border. The case against Edgar Herrera Pardo, aka "Caiman," is part of a larger multi-agency initiative, the Organized Crime Drug Enforcement Task Forces (OCDETF) operation, aimed at identifying, disrupting, and dismantling the highest-level criminal organizations that pose a direct threat to the United States via the Justice Department.
