The Male Community Reentry Program, designed to facilitate the reintegration of incarcerated individuals into society, has seen its fair share of successes and failures over the years. Historically, 99 percent of all incarcerated people who have left an adult institution, camp, or community-based program without permission since 1977 have been apprehended.

According to the CDCR report, Castro had last been seen in Chula Vista wearing a gray t-shirt, dark gray cargo shorts, and black tennis shoes.
