The Valenzuela TCO's violent clash with Ivan Archivaldo Guzman-Salazar's faction of the Sinaloa Cartel increased their demand for Navarrete's arms, per the Department of Justice.

Navarrete's key role in supplying the TCO with firearms was revealed during several years of investigation. Intercepted communications involving Jorge Alberto Valenzuela Valenzuela, a TCO leader, and Navarrete provided evidence of their collaboration and showed a diverse range of weaponry supplied, including .50 caliber rifles, submachine guns, and grenade launchers, among others.

The investigation thus far has led to around 109 defendants being charged and the seizure of nearly 2,000 kilograms of cocaine and fentanyl, over $16 million in cash, and 21,000 rounds of ammunition. U.S. Attorney Tara McGrath described the volume of seized items as “staggering”.

There is a notable focus on a collaborative approach amongst varied law enforcement agencies targeting these criminal networks. Chad Plantz, special agent in charge of HSI San Diego, emphasized this cooperation.
